Source research

Its bulk interface, reuse basis, schema, and data vintage remain unverified. These records do not establish an ingestion pipeline, published parcel release, or observed production coverage.

## Build the first useful slice

Complete the source review for one candidate before selecting an ingestion mechanism. A second source can then exercise a different verified acquisition pattern.
